Tom has over 30 years of healthcare experience in a variety of areas including clinical program development and practice transformation. As Director of Blue Cross’ award-winning Value Partnerships program, he oversees a portfolio of over 50 statewide quality improvement programs that are tied to ongoing value-based reimbursement opportunities for Michigan’s physician and hospital community. Value Partnerships programs are internationally recognized, having been profiled in over 50 countries on six continents and have received multiple national awards.


Prior to joining Blue Cross in 2007, Mr. Leyden served as Vice President at iMPROve Health, Michigan’s federally designated quality improvement organization. Tom also worked as a healthcare consultant for a variety of organizations including Ernst & Young.


Tom is a frequent presenter at the national and international level for forums as diverse as the Agency for Healthcare Research and Quality, American Hospital Association, Centers for Medicare & Medicaid Services, Healthcare Financial Management Association, International Consortium for Health Outcomes Measurement, and Robert Wood Johnson Foundation, among others. He has been published in a variety of peer-reviewed literature including the American Journal of Managed Care, Harvard Business Review, New England Journal of Medicine Catalyst Innovations in Care Delivery, Journal of Oncology Practice, among others.


Mr. Leyden was the national recipient of the Primary Care Community Leadership award from the Washington DC-based Primary Care Collaborative in 2020.


Tom received his BA from Michigan State University and his MBA from Wayne State University.
